Mr. Chang is the Founder and President of Energy Systems Development. He brings 25 years of experience in financial, project, construction, and restaurant management, and energy development projects including solar energy, co-generation energy and natural gas. He received his business training at UC San Diego and his food services management training with the Togo’s Corporation. His experience includes:

Solar Systems – 8 years experience in the design, delivery and commissioning of 386 KW to 1.0 MW systems for school districts, irrigation districts, Cities and food distribution warehouses.
Co-generation Systems – 4 years experience in the design, development and upcoming delivery of 130 KW to 1.6 MW Co-generation systems for retirement facilities, warehouses, and manufacturing facilities.
Natural Gas – 5 years experience as a certified and authorized Natural Gas provider to several restaurants, school districts, and casinos.
Energy Consultations – The completion of Co-generation Financial Feasibility Analyses for 23 private companies (Hilmar Farms, Telefunken, Pac Trim, Raley’s, Wineries, Jelly Belly, JDSU, 5 casinos, 8 hotels, Retirement facilities, Grocers).
Project Management – 20 years of financial, personnel and project management experience for the operation of five (5) Togo’s stores, financing, design and construction of a full service restaurants and a 8 court basketball facility, and design and construction of solar and co-generation systems.

Mr. Chang is expert in utility energy rates analysis, having developed a sophisticated business software program (our secret sauce!) that allows rapid assessment of energy usage.

Mr. Chang is a management consultant with 55 years of experience in engineering design, turbojet engine control design, liquid and nuclear rocket engine control systems, meteorological weather equipment systems, financial and project management, and the management of K-12 Educational systems.

His technical experience includes the design and delivery of control systems for turbojet engines, launch controls for the Titan I Weapon system, remote ground test control systems for the Nuclear rocket engine, maintenance and repair of Air Force meteorological equipment, construction of K-12 school facilities, maintenance and operation of school transportation facilities, and the implementation of Department of Defense K-12 technology educational systems.

His financial management experience includes responsibilities as Chief Financial Officer for several large California school districts (50,000+ students) and the Department of Defense (230,000 students) with operating budgets of $300 M to $980 M.

His project management experience includes the design and delivery of aerospace launch control systems, construction of K-12 centralized kitchen and school facilities, and worldwide management of student transportation and school facility construction for the Department of Defense.

His management consulting experience includes the implementation of a K-12 educational practice for the MAXIMUS corporation, beginning as a single employee and retiring as a Vice President with a Division staff of 80 personnel. His recent experience includes the development of technical and cost proposals for renewable and co-generation energy systems.
